Well. I have read every Banks scifi book as they were published,
starting from Consider Phlebas obviously. I can with near certainty
say you remember wrong, sorry. Definitely not in any prologue or
epilogue.

Social limits to growth - The economics of Banks' Culture universe is post-economics, i.e. post-scarcity (since economics is the study of allocation of scarce resources). Something like the Culture only works if everything is nearly free. I've written about aspects of this..
