Help find.

Several years ago I read a story about a new prison that was built off
Calif. Unlike most prisions this was built in the vertical mode thus
eliminating the need for several guards also the inmates were all
killers, rapist etc.
Forget if it was a storm tidal wave etc but the prison flooded killing
all but a mass murderor.
Does any one know the title of this book.
