I made an error in the post claiming it was a TC novel. Turns out this is
from a Vince Flynn Novel, "Executive Power". I was reading TC novels and VF
novels at the same time and my aging mind got them confused.

It probably didn't help that Vince Flynn's book included
characters named John Clark, Elizabeth Elliott, Ryan, and Dan
Murray.
