If it were that, that would be fine. But it is more the opposite.
Uncanny has pretty much written Storm as blowing off T'Challa and
"royalty things" in order to rejoin the X-Men. She's apparently moved
to the west coast for an indeterminate amount of time because the
X-Men needed her.
Except that she rejoined when the X-Men didn't need her, and she
hasn't mattered in any of the situations that have arisen since she
arrived. She isn't blowing off the battles. She's being shown as
present. She just is always in a background and/or irrelevant role.
I vaguely recall she was there for Magneto and the Celestial, but
only did some flying or something? If Angel hadn't been written as
doing something important elsewhere, they wouldn't even have had a
use for her there, from what I recall.
When the X-Men do their big assault on the Hellfire Cult base,
she's part of the battle. Well, she's shown fighting hand to hand
with some generic cultists in the background of one or two panels.
She's completely interchangable with nearly any other character, and
the reader would have missed nothing had she not been shown at all.
When the X-Men chase Empath, she is present and active. She just
has absolutely no effect on the chase. The writers don't even
bother with having Empath disable her, despite having him do that
to everyone else that attacked him. No, Storm just decides to quit
trying. Instead she lands and stands next to Wolverine as he gets
ready to give it his shot. (Well, Storm does do one other thing.
She's the one that tells Scott that they have everything under
control, right before Empath starts rolling over them, which causes
Scott to stay back at the base so he can fall victim to Red Queen.)
Storm not being there at all would be an improvement, because
as is her presence just doesn't make any sense. Other than the
obvious reason that people working on the Xbooks want her present.
