Looking for a book, no title, no author!

I am looking for a book, however I do not know the title ot the author - all that I know is that this is a conspiracy fiction where a group of powerful people govern the world and decide who would become the next president in a country, thus selecting a soldier and in a year preparing him to be a president of, apparently, US. Can anyone help?
