It's called "Planetarium", and it deals with kids at a Mormon school. A
P.E. instructor makes the boys keep tabs on how many times they
masturbate by affixing stars to pieces of paper. Any idea?

Sounds like one by Walter Kim in My Hard Bargain (a short stories
collection).
